well, she did say she was from the island to the left.....maybe japanese is her native language because we don't know how old Yotsuba was when Koiwai found her! She could've been 1!

That would be too obvious. I doubt she is from Europe.
I'd rather say that she isn't a human, instead somekind of an alien in a human body... Which would explain why she doesn't understand a lot of things, and why she appears to look foreign.
