I love Yotsuba, but she did deserved to be punished. She had good intentions, but she could have been very hurt. She needs to follow the rules of her Daddy so she can be safe. Every kid needs some discipline.

Yotsuba-chan is kind of spoiled, she did deserve the punishment. She can't just run around doing whatever she wants, she could get genuinely hurt and it's pretty obvious that just telling her to stop doesn't solve anything. You're all probably 8 and butthurt that your parents gave you some mild corporal punishment in order to get you to stop acting up. Koiwai-san was doing it because he cares about Yotsuba and doesn't want her to end up getting run over. Knocking his fist on her head is way better than having her end up with her guts all over the street.
That being said, this isn't even real life. Just read and shut up.
TL;DR: she deserved it, it's better for her, kindly shut up and just read the comic. No one wants to hear your parenting advice.

Yotsuba is an adorable girl. She wants to deliver the milk to Fuuka and she did it (very amazing). And that's how yotsuba grows up. Daddy could punish her to make he remember that riding alone on the street is dangerous, but though he should've been very proud of her daughter. Also, Fuuka and daddy was very lucky, have a little sis and a daughter like that.
